Capes aren't a vanilla upload: use this PNG with OptiFine's cape editor, a server-side cape plugin, a mod like Capes/CapeSkin, or as the cape half of an Elytra resource pack. Official Mojang capes can't be replaced.

Will other players see my cape?

Only if they use the same cape system (OptiFine, a mod, or a server plugin). Mojang capes can't be replaced in vanilla Minecraft.
